The peace negotiation to re-integrate the Khmer Rouge in 1998 was the first landmark of in-migration in the Northwestern regions by the Khmer Rouge families living in the refugee camps in Thailand. The military was demobilized at national scale, and vast forest lands were allocated to sustain the living based on agricultural activities.
Being informed about enormous available forest lands, closed relatives of the military who were mostly the poor rice farmers moved to appropriate the land. The clearance was generally done by hand firstly to demarcate the ownership. Paddy and peanut were among important crops for local market.
