It was the Khmer Rouge and civil war time till 1998. Increasing rice production was the first priority of Khmer Rouge regime. The paddy area was rapidly enlarged, but was mostly abandoned soon after due to the insecurity of landmines and hostile environments and the shortage of labor force.
To finance the war, valuable timbers and the gemstones had been exploited and traded lucratively with the Thai companies. It marked the start of forest loss and trials/roads development in the region.
Paddy was expanded rapidly along the roads.
The forests was cleared to grow maize.
